Valley Ford Cheese Company Rainwater Harvesting System

NOTICE.  The Gold Ridge Resource Conservation District, a special district of the State of  California under Division 9 of the Public Resources Code, hereby gives notice that it will  accept bids for the following public work:

Valley Ford Cheese Company Rainwater Harvesting System

LOCATION AND DESCRIPTION OF WORK.  The project comprises construction activities at the Valley Ford Cheese Company (14390 Highway One, Valley Ford, CA 94952), located near Valley Ford in Sonoma County, California.  Bids are requested from licensed and qualified contractors for the installation of a rainwater harvesting system.  The project occurs within a commercial business on private land.  There is one building identified for work, and the building requires modest changes to attach the gutters in a safe and functional manner.  To preserve health and safety, store any unused materials in designated location onsite and remove & appropriately dispose of any miscellaneous debris generated during the scope of work.

ESTIMATED PROJECT COST AND SOURCE OF FUNDS.  This project is considered a public work or public improvement, and is therefore subject to prevailing wage and other requirements enumerated in Chapter 1 (commencing with Section 1720) of Part 7 of Division 2 of the California Labor Code.  The bid amount can be less, and the Contractor’s bid amount must be stated in the proposal.  Contractor should prepare the list of tasks that can be completed for the amount submitted.  This public works project is funded through a grant from the California Department of Water Resources (DWR).

REQUIRED CONTRACTOR’S LICENSE.  To submit a bid on this contract, a current California Class A General Engineering License is required.

BID DOCUMENTS.  Bid documents may be viewed at the RCD office during regular business hours, or may be downloaded from the RCD website,  One 11”x17” copy of the plans will be provided at the bid tour to each bidder. 

MANDATORY PRE-BID SITE TOUR.  A mandatory pre-bid tour of the site is scheduled for Friday, June 30, 2017 at 10:00 a.m. The bid tour is expected to take 1-2 hours, so please plan accordingly.  Directions will be provided to respondents.

LETTER OF INTENT.  If you wish to submit a bid, please submit a Letter of Intent to the Gold Ridge RCD before the bid tour date, preferably via email to:  Letters may also be mailed or hand delivered to the address listed above (#5 Contact Information), but must arrive by 5:00 p.m. on Friday, June 23, 2017 (not just post-marked).  Only contractors that have submitted a Mandatory Letter of Intent will be eligible to attend the pre-bid tour.

BID SUBMISSION DEADLINE.  Sealed bids are due no later than 5:00 p.m. PDT on Friday, July 14, 2017, at the Gold Ridge RCD office at 2776 Sullivan Rd, Sebastopol, CA for work described. Bids may be submitted via email.  Bids will be evaluated and a contract may be awarded during the next scheduled meeting of the Board of Directors of the Gold Ridge RCD on Thursday, July 20, 2017.  The meeting will begin at 3:30 p.m. The Gold Ridge RCD reserves the right to reject any or all bids and/or accept the bid most advantageous to the District and the project.

REQUESTS FOR INFORMATION.  Questions regarding this project should be reserved for the pre-bid tour.  Questions that arise after the pre-bid tour should be submitted as Requests for Information and will be answered by email, with all potential contractors receiving a copy.  All questions must be received by 5:00 p.m. on Friday, July 7, 2017. Please be certain to write your email address on the sign-in sheet at the pre-bid tour. 

PUBLIC WORKS CONTRACTORS REGISTRATION.  All contractors and subcontractors submitting a bid for this public works project must be registered with the California Department of Industrial Relations, pursuant to Labor Code Section 1725.5.  No contractor or subcontractor may be awarded a contract for work on a public works project unless registered with the Department of Industrial Relations.  Register information:

PREVAILING WAGE COMPLIANCE.  This project is a public work, and is subject to prevailing wage and other requirements enumerated in Chapter 1 (commencing with Section 1720) of Part 7 of Division 2 of the California Labor Code.  The project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. 


BID SECURITY:  Bid security in the amount of five percent (5%) of the bid price in the form of a certified check or bid bond is required.  Bids submitted without bid security will not be accepted.  The successful bidder’s security will be retained until he/she has entered into a bona fide contract with the Gold Ridge RCD and has supplied the necessary insurance certificates and performance bonds, if required.  Failure to enter into a contract or to provide the proper required bonds and/or certificates of insurance will result in forfeiture of both bid security and status as the successful bidder.  Unsuccessful bidders may pick up their bond/certified check themselves at any time after the board decision has been finalized.  All bid security documents will be returned to unsuccessful bidders by mail within seven business days of the contract award decision. 

BONDS.  Construction cannot begin until contractor has furnished a performance bond in favor of Gold Ridge RCD in the following amounts: a faithful performance (100%) of contract value; labor and materials (50%) of contract value. This requirement shall not apply to any contract for less than $25,000.00. (Civ. Code, § 3247 et seq.; Pub. Contract Code, § 7103.)
